It is an error message saying that you are trying to install something and your system can't do it.
What are you trying to install or are you aware you are trying to install something?
What system are you running?

That's a new one on me Stan. What are you doing/trying to do when this comes up?

OLE is the object linking and embedding subsystem and the long hex number is just a memory address rather than a specific error code.

RT22.exe is also a new one on me. My normal process finder website hasn't heard of it either. Any clues? What folder is it in?

Looks like a registry error. It's trying to find an OLE class and can't. So, it's possible that another piece of related software failed to install or your registry had problems. Download ccleaner free and do a registry clean. Tell it to back up changes so you can reverse the process if it causes problems, it's always been ok for me.
