Yes it is the raised rubber cover, mine disappeared when my son borrowed my FF.

Sorry to resurrect the thread but I caught my button cover whilst unloading something and pulled it off and I can't get the bloody thing back on!

Do you put the back (closest to front of car) clips under first then poke the near ones in with a screwdriver or what?

England 2003 Range Rover Vogue 4.4 V8 Zambezi Silver

Mines an older model to yours but the newer button still fits. All I did was to take off the top black plastic cover that runs along the top of the lower tailgate, then if you look at the button cover it has two lugs that go under the metal of the lower tailgate that you can now see, the other two are angled so they just press into position.

Then just put the top black plastic cover back and tighten back up and all should be well.
