Well I'm not familiar with that specific engine but you're right to be looking at fuel. Possibly a carb diaphragm, partially blocked jet, blocked filter etc. Basically it's dying because there is too much air for the fuel being delivered.

Duff fuel, your trying to run it on water, or there is a blockage in your jets..... take it to a lawn mower service centre.... it's a lawn mower engine and the parts are cheap, you'll more than likely get a new carburettor for less than £30.00 Do a search for parts for the engine, NOT the bike!
