I can't see the problem.

Can catch speeders - same as now.
Can catch road tax dodgers. Thumbs Up
Can catch insurance dodgers. Thumbs Up
Can catch those driving up the chuff of the car in front. Thumbs Up
Can catch people not wearing a seatbelt. Thier choice but still very silly in an air-bag vehicle.

Currently you can drive like a complete idiot in an illegal vehicle, but if you don't break the speed limit as you pass a camera you are fine.

I don't speed generally, have tax and insurance, drive sensibly and wear a seatbelt. So no problem.
