petrol tank won,t fill???

I started a post befor on this topic, some said the level indicators could be faulty, if one was faulty i would get a false reading, well today i went and tried to fill again, 3\4 tank max. After several tries i thought well now the petrol must be brimming so i drove home 5klm and pushed a 1/4 plastic pipe down the filler to see how much petrol was in the tank, i pushed down 1 meter of pipe before i could get any bubbling when i blew, surely i wouldn,t have used that much fuel to do 5 klm, if not what is stopping the fuel???

In the spout there is a safety device that pops out when you try to
put in the wrong fuel. If you look down the spout into the tank and
you can see a yellow cap this has activated. It happened to me.
To reset you should have a Yellow tool in the boot to push down?

Mine is a diesel, grasping at straws really but no other ideas?
Hope you get sorted.
