Flashman you MUST pursue this all the way. If parking violations were a criminal offence not civil, your dashcam footage provides ample evidence of an attempt to pervert the course of justice. As it's a civil matter you'll have to play your cards close to your chest. Firstly pursue the channels to get your ticket revoked/overturned.

When the ticket has been revoked then you write to the councils Professional Standards Dept and make an official compliant about the two parking enforcement officers. You request that they be interviewed by a non line manager and an explanation obtained which is to be given to you by letter. You then on receipt of their explanation - I'll tell you what I'll Pm you over the weekend with some ideas. I have experience as as a NMC, GMC, IPCC investigator. I Censored hate petty officials who abuse their authority Banging Head Travelling around in circles again.

Parking contracted out to private firms, who employ people on minimum wage contracts, so they have to issue tickets to make commission.

Don't even get me started on the DVLA B@stards, who sell on information I am legally forced to give them Twisted Evil

Hope your appeal goes OK, and once you have received your refund, I would definitely be giving this to watchdog - they'll love it, and its about time this crooked cabal of local authorities treating law abiding motorists as cash cows was stopped, once and for all. Looks worth an appeal to me. I don't believe it is a quick process.

Not sure about the employment of traffic wardens issuing the tickets, but the call centre for Westminster parking services is run by Serco and based in Dingwall. My GF works for them, I will see if I can get any tips on appealing/cancelling it for you (NB they can't cancel tickets over the phone you have to write and appeal).

Incidentally if you live in Scotland and get a Westminster ticket (if you are down there on holiday) they cannot enforce the fine, but the staff are not allowed to tell you that. 56 TDV8 Vogue SE

I have a running battle with APCOA who run my local station car park. Despite having a season ticket, they seem intent on ticketing me (5 so far) and then refusing my appeal. I keep taking them to POPLA (the next level up) and winning. Got 3 cancelled so far and waiting on two.

Well, no surprise in that Westminster have replied stating that they have rejected the appeal and do not take photo or video evidence into consideration at this stage. So in order to justify their bureaucracy they want things done stage by stage rather than just evaluating the situation in one go. Just goes to show the time wasting and staff heavy system in place with our councils.


I have written back with further details objecting to their rejection, so let's see what happens now...... Tom

Thanks Paul for the link, I did not know about that appeal department, I have just gone on the info on the ticket.

The rejection asked for further on invoices or receipt of delivery/pick up, date and time of the incident (er...the ticket already states this) and what I was carrying to justify it being a bulky load.

We'll see how they reply and if a formal and final rejection then I will take it further with the Parking Traffic Appeals Service.

So far it is costing time and money (recorded delivery letters) to sort out what seems obvious if they only looked at the photos.... Tom

Parking the LP560 at John Lewis HW in the blue badge bays get all the stares then Quanta the guide dog pops out with the wife

Flash man...it is really important that you disclose all your evidence to the appeals service and not hold any aces up your sleeve so to speak, as any later information is inadmissible.

They (the appeals service) will forward your evidence (again) onto WC for their perusal but if WC decide then to go ahead they must prove to the parking adjudicator ( who is usually a solicitor or high end legally trained retiree) that they have a legal case, otherwise they must quash the ticket. A hearing maybe called face to face or by conference call between you, the adjudicator and a representative of WC. My dad is an adjudicator (retired barrister) so i have been involved reviewing cases with him and most tickets gets cancelled before a hearing Thumbs Up

As far as I am aware, they cannot award costs. You would have to take a small claim against WC to do that and you then have to prove beyond a reasonable doubt that they have acted fraudulently.

This appeals service is for public places ( that one is for London only) but a nationwide appeals service exists for the rest of the Uk.The private parking industry appeals service (popla) deals only with appeals for tickets issued on private land.

the guys that parade as wardens should be personally liable to any appealed tickets!
remember, when you appeal, you pay fares/parking to go to a hearing, and any legal/groundwork/advice, is all at your expense. when they back down, you only have the fine lifted. you cannot claim 'expenses' the system should be adjusted, so that if it was appealed and the PCN is waived, you should claim the £120 from them! this will be the only way, that said tickets are duly given. -and the council will pass it on to the warden!
I work in London borough's -it is a real nightmare. so much so, that I never take the chance now. its the only cheap way!
I have seen wardens in Westminster, walk up to a car, and slap a sticky envelope (empty) and photograph it, then start the 5 mins timer, and when the guy comes back, they walk off, -he then leaves, and they just print the ticket and screw it up. -but they then photo the sign, meaning they will process the ticket etc, and the guy thought he was 'almost getting away with it! the picture has the date stamp etc.
when driving in London, it's like having a hornet wasp in your greenhouse, while you eat a doughnut.

they are pure evil filth.

it's no wonder that people pull into huge supermarkets, petrol stations to do small shop stuff.

I have disclosed all the information to them. My initial appeal included the photos and description I posted here. My reply to their rejection (subject to further info) has explained the situation in even more detail and given full contact details of all parties involved, web page info of the company I was delivering to and my email conversation with my client about the delivery. It seems ridiculous that they can demand personal stuff like this especially when I have the video to prove the whole situation.

I run a company in central London and recently due to the parking issues, traffic and congestion charges have relocated it to my home address in the home counties. I have worked and lived in Westminster for nearly 15 years and it has become increasingly hostile to anyone living or working in the borough. I am now changing the company direction to allow me to avoid the city as much as possible and enjoy the more easygoing life out in the country. Their loss my gain. Tom
