Bit at the bottom refers to "Armoured Vehicle Supplement", so I'm guessing it's for protected VIPs to shout for help!

Yup, Alanm_3 is correct... This is specifically for armoured vehicles (not only Range Rover by the way) due to the fact most windows in armoured vehicles cannot be opened, for obvious security reasons, and those who are able to open (most often in the front of the car) only will open a small gap, about 5 cm. Definitely a nice to have gadget... Thumbs Up Mike.
