sounds like you need a new wiper motor. It seems to be an "intelligent" wiper arm, as in it knows how to park itself. when my wiper motor was goosed, I had no water coming out and the wiper arm done what ever it liked. swapped the motor out for new, fixed straight away. As above, the rear wiper has an ECU (control of delay, washer etc.) built into it as one unit.
