I've been chasing the answer to this same problem since I bought my car, try covering the sunlight sensor ( the red plastic thing in the middle of the dash next to the windscreen) with electrical tape or something that won't let the sun hit it and try the auto setting, or just try it at night. Please let me know if this fixes the problem and I'll let you know if I find a better fix for this issue

The Auto setting will always utilise the air con and so yes, you should get the light on. The system cannot regulate without the air con. Discovery 4 HSE
