Got a PCN today from Lewisham Council for parking in an illegitimate parking bay. Unfortunately, for me, there was no bay markings and the ground was covered in snow and ice. To top it off, the parking officer started telling me off for not checking the spot, like I go there all the time . I only went to Blackheath to buy lunch for my 2 year old.

I'd say, good grounds to appeal. If they don't just accept your initial appeal straight away, it can take a couple of months and a bit of work, but it's worth it.

hi, they can not enforce the ticket if the bay markings are not visible, make sure you have a photo of the bay covered by the snow/ice...i bet they don't... i have got away with parking on a double line as there was road works and it was not repainted for about 5 meters. do not pay as when you pay you are technically admitting the offence. when you appeal the ticket is held at the discount rate so even if you don't win it will not go up...as rockys misses said...fight ,fight,fight

well done Paul, they can be right arses, the hole appeal procedure is made to put you off,can never talk to anyone ,has to be done in righting.. i am fighting one with Waltham forest for stopping in a box junction while waiting to turn right
