What is the Wizard of Oz sound?

Does anybody remember the big impressive whooshing sounds that the Wizard of Oz made? I may have a small wizard living under the dash of this 2003 Td6 I am evaluating for purchase.

Whenever I open the door after the car has sat for more that just a few minutes, there is a quite audible whooshing sound from the driver and passenger footwells. It only lasts for a couple of seconds, then it stops. It's as if the HVAC fan puts itself on full for just a burst, then quits.

I may be benighted, but I'm having trouble grokking why the car would do this. Pay no attention to that man behind the curtain! Reno, on assignment in France.
