I appear to have a slow puncture in the near side rear tyre.

I had the following experience and eventually bought a new tyre. Take it to ATS for 2nd opinion, you might get an official reason why it cant be done. It might be residue glue from foam pad, cant see how a bit of lightweight foam can cause a balance issue either.

providing its not near the sidewall then yes its can be repaired...its a bit fiddly cos you need to clean the area around the hole carefully so as the glue can stick properly. ... - .- -.
