All sounds normal to me. I don't think the handbrake is designed to stop a moving vehicle, so no handbrake turns I'm afraid.
When I did mine I replaced everything but it wasn't until I replaced the cables that I got a handbrake that would either hold the car when in gear or on a moderate slope in neutral.
The requirements for the MOT are, in the words of my tester, "pathetically low" so if it holds on a slope in neutral you should be good to go.
