Restricted Performance

I have read through the majority of threads on here but am still not sure what to do.

My car goes into restricted mode if I take her to 3000 revs and either lift off or keep revs above 2500 when it changes gear (ie keep my foot on the throttle).

My map sensor is clean, the 4 top hoses to plenum are totally clean with no signs of leaks. I had a new actuator fitted to the secondary turbo almost 2 years ago unrelated to this. The only thing of concern I can see is oil misting around the main inlet pipe to the throttle body.

It feels like the only time restricted performance happens is when pressure really builds due to me raving to 3000 rpm.

Would the light misting around the throttle body be enough to cause this issue?

It doesn't take much of a boost leak to trigger restricted performance. I get the idea that the correlation between MAF values and MAP values must be quite tight.
