Yes but there are some possible exceptions as some countries require winter tyres if the conditions require (I.e. full on snow covered roads) - it varies by country so the below link helps:

I’ve used all season going to Poland and they have been fine, even in the heights of winter however if you are expecting to drive on snow covered roads for any period then full winter tyres or chains are really best.

I’m sure others will have differing opinions.

Hi Will, for France you need 3PMSF marked tyres in certain mountainous regions from 1st November - 31st March unless you carry snow chains and then it doesn't matter what tyres you have.

Tyres marked M&S or mud and snow are not classed as winter tyres any more. Some tyres carry the M&S logo as well as the 3PMSF and these are classed as winter tyres. 2021 P400 Silicon Silver AB

ok ...am i right in saying that Pirelli all season don't have 3pmsf marking and just have the m&s logo ?

For most EU countries it is not going to be an issue, if for example you have snow chains with you, but common sense and good planning are the key here as the weather is going to be a biggest concern.

My all seasons are fine for most of Europe subject to conditions, this is the best guide, see the key at the bottom;

Pirelli does have all season with 3pmsf - snowflake tyres. Scorpion All Season SF2, I have them fitted and very happy with them.
