Potential Turbo Issue / Replacement

I apologise in advance for my basic level of language but I'm not a mechanical expert ...

We've recently had a few issues with our 4.4TDV8. It all started when I asked a garage to sort out the belts as they were squeaking a lot.

We replaced a couple of belts and tensioners, but I think the garage did a poor job and one snapped and caused some issues with the radiator and radiator fan (I think pieces hit it and caused damage).

As a result, we've recently replaced one of the radiators, radiator fan, tensioner pulley and a couple of hoses.

When the car came back, it seemed to be running fine and no noise, except when there was a bit of hard acceleration. The turbos kicked in fine, but shortly after there is some sort of electrical whirring sound for a few seconds that then stops. There's no smoke out the exhaust, drop in performance or any other issue except that sounds. For comparison, it sounds sort of like a switch and mechnical motor being engaged and grating against something.

Having taken it back to the same garage (there are really not that many good RR mechanics in Kenya), they seemed to think it was a turbo issue. On opening the bonnet, the sound seems to come from the nearside engine area. They checked the hoses (no splits or issues) so have now recommended replacing both turbos.

I've searched this forum and couldn't find anyone with a similar issue - most turbo issues seem to show oil leaks and/or smoke coming out the exhaust - none of which we are seeing. We also had the turbo oil drain mode done in the UK early (car was 4 years old).

Anyone seen anything similar or can help me diagnose before we just replace the turbos?

Also, where's the best place to source turbos - I'm going to have to buy and ship them to Kenya so need someone reliable and cost effective as it's going to cost a fortune. For comparison, to let the garage do it is costing approx £10k with the turbos alone being £8.5k

Very unusual to have turbo issues on these engines. I would be looking very hard for damage caused by the belt failing, such as damaged vacuum lines or valves which are located at the front of the engine close to the belts, also the CSOV valve and any induction pipe work, which is all around the area where a belt failure could cause damage.
