You're dead right, seen this time and time again.... mechanics, usually tyre fitters, using windy guns on the nuts with the car on a jack and then checking they were up to torque when on the floor. In fact they are seriously overtightened...
And god help you if you have locking wheel nuts and they overtighten them.... Pete
