I reckon they should be fined. it would be great if the rolling road block unit at the front just let one office out(if a 2 officer unit) and one just wandered down the hard shoulder a few hundred yards after a few minutes and started out dishing fines. they would get their months quota in a few minutes. Back to the unit, swap over so the other officer can get the others and get their monthly quota up... If they were bonused on it i bet they would be straight down that lane if they were able to Smile

And yes i know some Traffic officers frequent this forum Smile

The rolling block is likely to be implemented by Highways agency officers. No powers for issuing fixed penalty notices. Think PCSO for the motorway system.
