P132E fault code .new turbo fitted twice and still baffeld.

So we are really running out of ideas now...This is what has happened so far:
initial problem: LH turbo failure (no warning lights of codes logged which was weird) Inlet side vanes mashed and twisted and whole turbine seized. Happened under full power up hill. 118,000 miles.
1st course of action: Replace both turbos with reconditioned units from Turbos24h (spanish company as I am based in spain)
Result: Upon start up, Engine running fine with no codes until throttle blipped then Engine fault code P132e. Code cleared and vehicle test driven. There was fluctuating boost levels on the left turbo. RH turbo no problem. After 20 km test at various power and load the fault code is back.
2nd course of action: Remove LH turbo to find damaged vane edges. Turbo returned to supplier to be told in their opinion it was matter damage caused from debris in the intake pipe (BS in our opinion, we believed it was overspeeding damage but we cannot be sure). Repaired turbo, test sheet and bench test video received with the second unit. Refitted second turbo. Upon start up no error until the throttle is blipped then P132e is back again!
Diagnostics show reduced flow on LH MAF while running. Actuators are functioning on the diagnostics self test. Both LH and RH actuators move freely as they are clean, rust free condition.
Continuity on all cables from ECU socket to Actuator socket.(no broken wires or pins).

So, we are not going to test drive again until we have a reason for the P132e code. We are going to inspect the vanes in the LH turbo tomorrow with an endoscope to check there is no damage to the vanes.
Has ANYONE got a solucion to the P132e error code taking into consideration all that has been check so far? Could there be an electrical fault with the actuator causing the code even though they are cycling correctly? Any other possible issues that we haven't found? All the usual checks have been done such as split hoses, cracked inlet manifolds or bad wiring.

Is the code P132E21 (left) or P132E22 (right)?

Have the left and right MAF and MAPT sensors been swapped (1 at a time) to check that the code doesn't swap sides?

Yes swapped MAF and still same error P132E Turbo/Supercharger Boost Control B Performance
Also swapped the pressure sensors after the throttle bodies.

First I'm going to say I have no experience with the 3.6 and it's Turbos.
However
I do know turbo's can be damaged by over-speeding - which you suspect happened to the new Turbo.
A very common cause for over speeding turbos is a boost leak.
have you checked and double checked all the joints, hoses, connections, pipes, intake manifolds, for splits and leaks?
It could be the code you are getting is related to incorrect boost pressure versus air flow??? (I'm guessing a bit now but that's something I'd be checking).

I wish you all the luck in the world and hope you find the solution quickly without too much expense. Anything can be made to work if you fiddle with it long enough (and have deep pockets|)

Are you seeing the full code - P132E21 or P132E22 which identifies which turbo?
Is sounds as though you have the workshop manual but in case not then here's the action for the DTC.

Check the turbocharger and circuits. Refer to the
electrical guides. Using a datalogger function, record the
turbocharger actuator angle at idle and at 3,000 rpm.
From idle, "blip" the throttle to maximum and allow to
idle and record the turbocharger actuator angles. At idle,
the angle should be approximately 95%, at 3,000 rpm,
approximately 40%, and when "blipped" the voltage
should change smoothly at approximately 25% per 100
ms. If the voltages do not change or do not change at the
expected rate, suspect the turbocharger actuator is
sticking. Install a new turbocharger.

Yes I did! And the same issue was on another RR Sport here in spain and we resolved that too...Both cases it was the left turbo that had been REBUILT albeit by different suppliers. The problem was the Actuator arm was fitted 180 degrees out!! TDV8 3.6 2007 Vogue SE

Sorry to be a pain but how did they resolve this, by simple rotating the actuator arm or electronically.
did the turbo need to be removed and or did you send it back to the rebuilder.
Do appreciate the info as i’m sure other members will to.

I am taking the company to court. They supplied the 2 new turbos which is when we realised the error they had made in the rebuild. I also sent the erroneos turbo for an independent test by Borg Warner agents and they reported back it was faulty and the flow rate was down by approx 20% and out of parameters. So, Im now waiting for the court case to reclaim all costs. The way to fix it would be refit the actuator arm in its correct position and calibrate correctly. TDV8 3.6 2007 Vogue SE

I fitted 2 brand new Original turbos but after a breif period of functioning the problem was back but I found a shorting out of a cable on the plug to the LH actuator which occured upon the first revving of the engine after resetting the fault code. A tiny spark jumped from one of the 5 cables in the plug to the housing! Replaced the section of wiring and plug and cured it! I then had even with brand new turbos a sticking actuator arm on the RH side turbo a couple of times but with some wd40 I freed it up and all good. TDV8 3.6 2007 Vogue SE
