OBD protector?

I took my (new to me) RR for a service today and had an issue that the OBD reader was completely unusable by the technicians who also noticed this card next to the port. They ended up having to locate this "device" and disabling it and have left it disconnected. They said if I can find the card/instructions then they'll re-enable for me.

It looks to be something that a previous owner likely installed alongside the Ghost which I did know about. The ghost was in service mode and didn't cause any problems.

The website mentioned on the card doesn't lead anywhere and googling around I'm not entirely sure if this is a common product and/or what my options are.

It's disabled so won't cause problems but presumably it's good practice to have such a OBD disabling device as someone paid to have it done? Or combined with the ghost immobiliser is it overkill?
