Update:
So managed to figure out that the vacuum tank is simply a empty space, my short hose from tank to solenoid wasn't sealing so fixed that, then the suction was consistent along all the pipework
Then put a cleaner through the system and the car is back on form. Should have tested it between stages but all in all very pleased.
So much for 1 garage telling me its a new turbo!
I do still need to replace the "seen better days" vacuum hose, it disappears under the EGR/intake manifold so doesn't actually connect directly to it, so i just need to find the other end! Once i do ill replace but it seems to be holding air at the moment.
