Headlight wear??

Gents I know little about the headlights on the car other than they are bi xenons and the other night I thought they were dim ie the car in front of me hardly showed the dipped headlights on the numberplate. So question is do I need to change the ballasts as well as the bulbs.
The car has done 235k miles 180k by me I have never changed anything to do with the lights. Not so much now but originally I left the house at 4:30 am drove 150 miles worked and returned in the evening so quite a lot with the lights on
Just wondering if I should look at the ballast as well as the bulbs as they may be worn out ??

D1S bulbs have the ballast built in, so each time the bulb is changed, so is the ballast. 2015 Range Rover Autobiography 4.4 SDV8

But not the igniter / controller pack. do they look yellow? is the system voltage OK?

yes the igniter is incorporated into the bulb..

extract from the WM,

The D1S xenon bulb incorporates an integral
igniter unit and both components must be replaced if the bulb fails.

I assume everything is ok as they work ok just a bit dim but after 15 years and over 230k miles I would be too
