Sounds very much like a brake dust shield to me. Splashing through puddles prob finished it off.

that will be the handbrake-shoe retaining spring trapped between disc and brake backplate. the retaining washers on the end of the pins rust through so springs pop off and get stuck there. sounds awful, but no bigee. push backplate inwards with a screwdriver through wheel spokes to release it. new pins required, thats all. |

While your at it mate get some securing pin plates to hold the pin into place like a normal hand brake set up. Land rover decided to miss this washer and make it inside the brake dust shield itself |

You'll need to take the rear brake caliper off so you've got some movement in the disc to get the pin out. You can drive it without the locating pins but all you'll do is chew the rear shoes up and notice that your hand brake will be somewhat ineffective.
