JLR never made a car to "normally" put lights on when you start... it's not normal at all so the first thing is maybe look for a new mechanic...

for lack of better terms, I suspect something is happening prior to these sub-systems - traction control, hill descent, etc - "booting up" that is causing them to fail to initiate properly. |

it's a long shot but if you have the MOST system then it could be that one component is going off-line an that sets all the rest off (they are like a one way road system). It may be a frayed wire or a short somewhere which only appears when movement occurs?
