Sounds like it's working, it's basically a small pipe that pumped fuel is fed to the L/H side, this is pushed through a venturi into a much larger pipe, the whole thing is held at the bottom of the tank so that the fuel under pressure passes across a hole where the fuel in that side of the the tank can be drawn into the pipe and is pushed over to the other side. It's the same principle as used on a coolant vacuum filler where compressed air is used to create a vacuum by drawing the air out of the closed coolant system purely by flow across a 'T' piece.

Yes, there's a small feed from the pump to the L/H of the saddle to push through the venturi to draw a larger amount over to the R/H of the saddle.
