I've had the opposite problem. When I purchased the car, the tow hook was fully assembled. I removed it just to check if it would come apart OK, then put it back together. A couple of years later I attempted to disassemble again but with no joy . The blinkinking thing would not come apart. Solution was to remove complete assembly from the armature and it has sat in my garage ever since. If I do need to tow anything I'll just slot the whole thing back in.
