From Bushy, try putting your finger on the relay and see if you can feel a "pulse" in time with the clacking. Or use the old idea of a screwdriver as a stethoscope. If it's evident try removing the control fuse and see if it stops and/or repacing the relay if so. Just a thought.

The fuel burning heaters fuel pump clicks like that when the burner is in operation. I believe it's located inside the rear RH wheel arch.

in other words, is this the normal sound of the fbh pump although it shouldn't ever be running whilst the engine is running (because starting the engine would normally cancel any fbh operation) or is it possible that depending upon the inside temp of the car that the fbh could contnue to work temporarily whilst the engine is running as a means to warm the cabin faster on a cold day? |

You're right on the fbh working as you say about warming the cabin until the engine coolant warms up and it also depends on the outside temperature. Mine is supposed to stay off above 16C outside temp but can also provide ambient ventilation when the temperature outside is sufficient to make the car uncomfortable when you get in.

The FBH is primarily an auxiliary heater for the diesel engine, to achieve operating temperature as soon as possible. It'll only heat the cabin if park heating is activated before starting the engene (by timer or remote).
