If you don't intend to tow and the flapping cap is annoying you, put a bead of silicone sealant round it and stick it like that. Don't use glue in case you or someone else finds a need to tow with it.

Or remove it completely and gorilla tape the hole instead of the grommet. It’s tucked well out of the way so should be minimal spray that gets there

Looks like you could carefully file away the peened over end of the pin until it is flush with the plastic then the pin will push out. Do the same with a cheap new socket to get the new spring, then replace spring and cover on old socket and use a small bolt and nut in place of the pin.
