Odd attachment to front wheel..

A mate sent me this picture at the weekend asking what was on the front wheel?
He thought it was a LR Mule Car as it had a BX number plate..

Any ideas??

They could be mountings for snow chains - some brands require a plate attached to the wheel nuts
