calling all OBD\code reading experts!

Got a focus thats has had an air bag and module change, now got an "engine system fault"

OBD reading no faults, is this even within OBD capabilities or is this a full ford software job, any software about to tackle this? problem is car wont even start so cant get to a garage. 2004 black Vogue TD6

Engine System Fault and if it wont start I would say thats immobilizer related? Immobilizer is not within the the realms of an OBD capability.
