I know the vehicle make etc already, jusr need to know who owns it.

You'd struggle I think pal. Passing that info over here would be criminal. You can do a keeper enquiry in writing to dvla. For a fiver they'll tell you everything you want to know, provided it's not a 'blocked' reg number. My Previous RR's!
