I'm going to view this car on behalf of my friend and was wondering what these options are that are missing.

I've had a google but can't find anything.

Thanks for any info or advice on the other missing options you can give me too!

My car is missing the same options, my understanding is it doesn't have either of the InControl stuff so no remote app access via a smart phone and no Incontrol Apps for using via your phone plugged in

You might find it useful to look at ownerinfo.landrover.com which is the online owner's manual. There is a section on 'In Control' and also stuff about the media offering. I think Vogue spec did not include these as standard. Some of the In Control stuff needs a separate SIM card to be supplied by the car's owner. Only Range Rovers since 1988

I just went on the ownerinfo website but it only seems to go back as far as 2016 for range rovers unless I'm missing something?

I think the telematics is the modem part in the car that allows the car to connect to the internet so the incontrol app can connect back to the car

Incontrol apps are a kind of limited poor mans apple car play with only a limited amount of poor apps
