Peltier seat heaters, base intermittent, back OK

My favourite part of the car (apart from the heated wheel) are playing up. A few days back my missus switched off the base but kept the back heating with the little central button. Since then the back works as usual but the base is intermittent; either nothing at all for the full journey, or if it does work it takes ages to work up to matching temperature.

If the base had not worked at all I was hoping it was the dash switch, but as very occasionally the base speings into life it looks like life is not that easy.

Any advice? Are there 2 peltier units per seat, ie one for seat one for base?
