Its the emergency pull for the green plastic tab emergency pull just in in case that fails ...you pull both of them and the car deflates into its own briefcase.You can then carry it to LR for replacement of the emergency ring pull wire loop AND the green plastic tab.  If you have nothing nice to say,say nothing at all.
