The electrics are for heating the jets ... in theory ... the still freeze up sometimes.
The jet will be blocked because inside the jet is a one way valve which is made up of a small red piece of rubber pushed against a spring. When the pump runs, it pushes back the rubber bung against the spring letting water through.
It gets stuck shut sometimes, preventing water getting through.
You can remove the washer jet and using a fine screwdriver, split the unit open from the bottom (you can see the push clips on the outer housing). Once open, then you can fish out the rubber bung and spring using whatever small tool you need. You don't need to refit them, the jet works perfectly well without them rubber and spring.. Clip the unit back together, and it'll work again.
Take care unclipping the jets from the electrics, and removing the hose pipes from the jets ... they seem to bind on very tightly to the plastic, and you can snap the connector off the jet. V8 or else ...
