Good luck with that but have you asked the police to explain in writing why they didn't make reparations a condition of the caution? Just take a look at the CPS guidelines to Conditional Cautions and it may prove useful.

Sometimes the police act without considering the whole picture and a Criminal damage of £1100.00 is a significant financial burden to yourself, which rightly should have been considered and discussed with you. Part of the Restorative Justice system is for them to consider how the offender can repair the damage done for the crime. it can mean using third parties as intermediaries or can even be done face to face (victim and offender) but the fact that the police have seemingly gone for the easy option to them (An Inspector telling him off and getting him to sign a piece of paper) rather than thinking about how they can kill this behaviour in the community by tackling this matter deeper. If his caution was conditional on him making full reparation then he might think twice before considering it next time. Thumbs Up

A word of caution.
'Fault' in insurance parlance is deemed whether they can recover their outlay or cannot. So for example - you get hit whilst parked - inconclusive witnesses - goes down as 'at fault'. It's not a no blame bonus its a no claim bonus. So if you make a claim and they can't get back what they pay out then it will go against you.
In this circumstance it appears if he's been cautioned then he is 'tangible' - so the theory is that if, as you say, he has the means to pay - then they could recover their £4.5k outlay from him.
In practice though - being able to actually get it, before renewal time, is another matter.
I wouldn't be keen to replace it for him to do the same to the new one - where does it end?
