Cruise control at 50 mph

I've noticed that when I set my cruise control at say 50 mph on a dead straight road, it sits in 7th gear doing 1200rpm, if I use the flappy paddle I can put it in 8th gear and it will continue on it's way no problem, just lower rpm. Anyone else notice this?. Or is this a gear box problem?
