Its either physical or electrical:
1. Check the linkage from the gear lever to the gearbox under the car, and make sure this isn't seized (see wiki)
2. Presume the car starts up OK?
3. You can lift the gear lever gaiter and manually activate the lever lock to release "Park"
4. Problem exists between key barrel and gear lever electrics
