Looking at the front tyre shoulder it does seem to have some pretty agressive tyres on, General Grabbers, so off road tyres does seem to be the reason.

The fact the car has been used as intended wouldn't put me off especially as I see it is a Land Rover approved vehicle. The 19 wheels are sold as an accessory for proper off-road tyres or snow so the car probably has a set of original 20's as well. If not you could ask to include a set in the deal as well as an extended warranty.

Just because a previous owner has put on a set of AT tyres and smaller rims doesn't mean it's been hard used or abused. Some people fret a bit and over react.
