What I think is interesting is that quite a few "cold" countries have made proper winter tyres mandatory because they do increase safety by reducing stopping distance. For the Scandinavian countries it is obvious as well as the Alpine regions but for the Germans to make them mandatory is quite a step. I'm not sure whether M+S tyres would be approved in Germany or whether they have to be proper winter tyres.
It is one of those things about probability and consequences. The probability that you "need" a winter tyre is low but when you don't have them and it does cause damage or worse hurt people than the money saved is all of a sudden negligible. I mean fixing damage because your braking distance was just a bit too much could prove costly, the chance that it happens is low though.
