what does wont work mean, wont open, wont lock, wont operate from the dash switch wont go down wont help cutting the hedge?

You can open the top tailgate from inside if you are really stuck..... 2011 Range Rover Vogue SE 4.4 TDV8

Well I just went to open the top tailgate and it doesn't open even on the key and inside etc ...Also the rear window's have stopped working also ?. Yeah I've got a bit of string Attatched to the emergency opening bit which is a great idea !..
