I would suspect switch. Is one of the fog light buttons loose? This happened on mine as the rear fog light almost felt it was going to fall off. I bought a new switch but flogged car before fitting. Mine was intermittent. Present :2008 TDV8 HSE

Light Control Module, the switches talk to it, it talks to the bcm can linked ect ect ect If everything is under control you are not going fast enough.

it turns out to be the tow pack (after market fitted) disconnect the loom to the hitch connector and fog lights work as they should.
