DVLA will offer motorists the ability to spread their vehicle tax payments should they wish to do so. For vehicle tax starting from 1 November 2014, motorists will be able to pay vehicle tax by direct debit annually, biannually or monthly. There will be no additional handling fees for annual payments but to limit the impact on the public finances there will be a small surcharge of 5% of vehicle tax for biannual and monthly payments. This is half of the 10% surcharge that is currently applied to 6 monthly tax discs and which has been in existence for a number of decades. 56 TDV8 Vogue SE

So, never again will we see the clichéd advertising phrase "taxed and tested until...".

In the old days the Netherlands already had the automatic refund system on road tax. They probably still do. Having to do it "manually" is a guarantee for the government to make more money, it must be done on purpose to benefit from people forgetting or to save cost on doing the refunds (although it can be automated almost completely I'm sure).

this all ads to the problem of when you are seeling a car to buy another privately. you have to basically sell and rid your old, before changing over details to new car. you can't now leave it out on the street while the new car resides on your drive as the insurance is with the new car, you cant test drive it, or anything. -how do motor traders without trade plates deal with this? -however, it is ridding the roads of people that buy a 12months taxed and moted car, to drive unregisteresd, all over the place, and run off annoymously. leaving it full of parking tickets.
