If your neighbour is approachable, talk..... If that doesn't work / isn't possible, most Council websites have a standard letter template (Leeds city council website does if yours does not) regarding statutory nuisance that you could send direct before reporting the matter.

Ah neighbours I remember them, we had a pita one who just parked his car and visitors did the same on the shared driveway between the houses, talked to him a few times and it just went over his head.

I had a similar issue a while ago, neighbour would go out at random times and start his Harley style bike up and rev the guts out of it for 5 mins, switch it off then go back indoors, sometimes 3-4 times a day - not being a biker I wouldn't know if there was a genuine reason for it other than 'Hey everyone, listen to this, isnt it cool?'

I must be a terrible neighbour. I do loads of DIY, I have motorcycles (I don't rev them on the driveway though), I have supermodels screaming my name through the night, and I have a drum kit.

I would take the sneaky approach. I would contact the council and make a complaint . Surely the are laws regarding noises at certain times of the day and night. I have a guy down the road a bit like that but he was knocked off his bike recently and hes been quiet since Present :2008 TDV8 HSE
