Whirring and vibrating noise

I have done a lot of reading on this and none of the posts seem conclusive so here goes.

I open the car don't switch the ignition on and I can hear a whirring / vibrating sound that seems to be coming from behind the clock (not a ticking sound)

If I start the car it seems to be quieter but cant tell really as the sound of the engine. If I lock the car (and remain sitting there) it goes away.
I haven't had any battery issues or any other symptoms and all else seems fine, but this must be an early warning for something on its way out?

Any offers?

If it is still the same HEVAC as in my 03TD6 it is that ecu that open,closes and regulates the different valves on the vent/heating system as wel as it contains a few small ventilators for interior temp measurement

And that Ecu wakes up when you open the door and goes back to sleep if you just sit in the car

I've noticed that after some time it you can consider to open it and clean it you would be surprised how much dirt you find in there (specially if somebody smokes)
Note never use a vacuum cleaner on those ciquitboards.

I ignore it until it gets really enoiying

On mine I just pull the whole unit out and then it is a question to flip the plastic clips that holds the whole thing together
I'll try to get some pic later because I have a unit open
