pre heater stopped blowing hot

hi,my pre heater has stopped blowing hot it kicks in and you can hear it running but no smoke ,i had it scanned and it is coming up with glow plug flame detector,i have read on the forum that if it has been run low on fuel this can stop it working ,has anybody got any ideas as to what is wrong and how to fix it,thanks.

could you send me french mikes details so i can get in touch and send him the pcb,i have a spare heater off a 530d bmw i can fit while my other one is being mended.
