Working on exposing brake pipes front to back, come upon the plastic cover in the recess behind the front wheel arch running to the rear wheel arch. It is held in place by what look like four plastic rivet type things with an allen key (6mm) inner and a star inner inside that. Use of allen key or star driver and they just go round and round (the tool not the rivety thing). Had a bash with a chisel to get them moving but that didn't work either. Any suggestions?

Well I jiggled and wiggled, and banged and fiddled and would you believe it the first one undid. The next one refused to budge, the last two broke. Pulled the cover off around the second one, cleaned up and refitted with cable ties .
