I read somewhere the FFRR is rated to tow up to 4 tonnes with coupled brakes.

Its less about the weight and more about the length. In the uk the max allowable length is 7m excl drawbar, unless the towing vehicle has a mgw of 3500kg or more. Over 3500kg the max length is not applicable so long trailers and caravans over 7m can be towed..... There is nothing that can't be fixed with a hammer😜😜

i have asked my dad and he said that you need to get in touch with the manufacture and ask if there is anything can be done to up rate the vehicle to tow greater than 3500kg he said VOSA would only look at documentation from the manufacture before they will go any further with approving it. He will double check this tomorrow at the testing station when he goes to work.
