I use my Galaxy S3 where ever I go these days. You can download the app from Sygic that uses offline maps. Cost depends on which region you buy but I believe the whole world is about 65 Euros. It uses TomTom maps. You can run it on any Android tablet/phone with GPS. I tested it here in Nigeria and it worked fine (haven't bought is yet as I also have a Tom Tom rider with the West Africa maps, so don't want to pay double. Once those maps go out of date or I move somewhere else, I plan to buy Sygic).
