Is that because the fresh "Air Intakes" are located just beneath the rubber between the two arrows on the second picture and in the picture below. It will help stop warm engine air & crap from the engine bay getting into the air intakes:

Doubt it as its the Outside World rather than the cabin on the other side of the rubber!
